The legal system in China is in its infancy. As in that stage where a baby is relatively mindless and shits all over itself without knowing it. In the babies case , it is somehow cute, in the legal system of a country it is disturbing.

Last year in China, they disallowed arrests of more than 123,000 criminal suspects last year and another 33,000 suspects were not prosecuted. More than 25,600 cases of wrongdoing were also corrected. In a word, law in China is in the anal stage, so be careful.
