Library Cards in China- Typical Rent Seeking Behaviour

A library card for the Beijing Capital Library costs 500RMB per person. This is equal to about 70U$. Many people here make from 1500-4000 per month. How many of them do you think, have a library card?

    What’s even more ridiculous, in my university, Chinese students can get a free library card, but we foreigners have to pay (hey, we’re all swimming in money, right?)
