This is a China thing. ‘thoroughfares’ are places to park vehicles or crawl along at a hefty 1mph clip as meaningful strides in locomotion are difficult to come by and the air is not mean to be breathed but seen.

Deng’s formula, boiled down, was simple. The Party would still pursue free-market reforms, but in tandem with recalibrating and tightening political authority in Beijing. Equally, the Party might not own state assets directly, but it would maintain the right to hire and fire the executives who managed them.
