Understanding China, One Blog at a Time

An American in China

China and Hacking

Posted by w_thames_the_d on June 23, 2011

Recently there have been several high level hacks at various institutions across the USA and China has even admitted to having a cyber branch to their military. Kissinger has said that the US and China must come to an agreement about the use of hacking, like a ‘rules of the game’ idea.

Here is what was written about hacking in one of the best books about China that I have read,

from The Beijing Consensus-new (Stefan Halper)
“The investigation concluded that Beijing has been working to develop its cyberspace capabilities since the late 1990s as part of its military modernization program.11 This has coincided with an increase in recent allegations of China-based hackers making high-level penetrations of computer systems in Europe, North America, and Asia.12 Attackers have infiltrated government computers in the United States, Britain, France, Germany, South Korea, and Taiwan. They’ve stolen data from commercial and financial institutions, and the Pentagon reports that it is “continuously targeted by Chinese attackers, most notably in the series of attacks since 2003 known as ‘Titan Rain,’ which targeted the Department of Defense and numerous defense companies.”13
