Football (Soccer) is a National Humiliation for China

This is what I heard on the state sponsored TV channel. I thought it was odd to be so harsh about a sport. I know China has only gone to the world cup once, and when they went they did not even score a goal, but who cares? Well, according to them this is an outrage, I guess they believe they are so good that they must be able to play soccer.

A friend, however, clarified this point for me. They said that Chinese soccer is a humiliation due to the fact that it is overcome with corruption which has lead to its suckiness. They say that the Chinese team cannot win, because the Chinese soccer league has been plagued with corruption, and match fixing is so common that the government had to step in to fix it.

If this is true and corruption is so rampant that it renders Chinese soccer useless, what does that mean that corruption has done to the Chinese ability to govern?
