Bribery Reporting Websites in China

Chinese news sources claim that bribery reporting websites similar to those found in India have sprung up over the weekend. The idea, I would assume, is that this is a semi-discreet venue for those who have victimized by bribery to go online and expose the party exacting the bribe. Hmm, I see a few problems with this.
1-bandwidth, the incidence of such things in China should quickly lead to bandwidth overload.
2-what would you not report? In a country where a hong bao must be paid in order for a kid to be accepted into a better private school, or for a job or a governmental position, what would you not report here?
3- Aren’t they preaching to the choir? As all Chinese are aware of this phenomenon, then what is the good of elevating it as such? I guess it may have that ‘feels good’ therapeutic effect, but that may be all.
